My guess as to why the large tin soldier: It is meant to attract customers or is an eyesore nobody else wanted? Just kidding. It might be advertising a toy store.
@Honest Abe - Neither. It was made as a commemoration to the New Westminster Regiment by a local metalworks company. Now it's a tourist attraction.
